Off Street Parking Town Hall Meeting

The Village of Wayne is looking to restrict the number and types of vehicles a resident may park on their property unconcealed. When the village sent an email blast to the residents notifying them of the meeting, there were no documents provided to inform residents as to what the issue is and why they should attend this meeting. Any resident who is not on Facebook or the email list of the village is unaware of this meeting. The Wayne Residents Committee is against these proposed changes. 

The Plan Commission will be putting together a timeline as to how we got here. They claim the Village Board asked them to review this ordinance. There is no record at any Village Board meeting that this was discussed by the board and that a request was made. The first document below is an appropriate document for a public hearing. While this document was not provided to the public at the Public Hearing held on November 1, 2021, it was provided at the December 2021 meeting. There is no mention of off-street parking changes in this document. The second document was the working document that was not made available to the public at the December 5, 2022 public hearing that was proposing changes for commercial vehicles only. The third document is the proposed ordinance changes that the Plan Commission sent to the board at the October 17, 2023 village board meeting. This document was not reviewed by the Plan Commission prior to going to the village board. 

The Plan Commission exceeded their authority by substantially changing the public hearing document from December 5, 2022 and not presenting the final draft, which does not remotely resemble the public hearing document, at a public hearing as is required by law. The Plan Commission meeting transcripts and the recordings are available on this website. The transcript from the October 2, 2023 is incomplete. It excludes the public comment of seven residents who attended the meeting specifically to address the proposed changes. Residents also spoke against these changes at the October 3, 2023 and the October 17, 2023 village board meetings. Only the third document is available on the Village of Wayne website. We know this is a lot of information to absorb, but we want residents to be informed citizens prior to attending this Town Hall meeting. This Town Hall meeting is not a legal proceeding and will not be documented by the village. Zoom access is being provided by the village.
